About Redevelopment

 

On June 27, 2005 the City Council and Redevelopment Agency (RDA or Agency) unanimously approved and adopted the Redevelopment Project Area and Reinvestment Plan to address detrimental physical and economic conditions in the community.  The project area includes a number of conditions that are specified in the Community Redevelopment Law (California Health & Safety Code, Section 33000) to which the Agency is committed to improving.

Vision Statement for the Redevelopment Agency:
“Riverbank is a well-established community with citizens, neighborhoods, and businesses sharing a sense of local identity and purpose.  Riverbank will maintain its unique sense of place and economic vitality while preserving its history, diversity, natural beauty, and “small town” character.  Reinvestment efforts by the Agency will focus on the elimination or alleviation of blight, but the Agency shall not have the power of eminent domain for this Project.  In other words, all improvement activities and programs of the Project will be available to the public on a voluntary basis.”

Project Area Boundaries:
The approximate 1,230 acre project area includes (RDA maps): portions of Patterson west of Oakdale, south along Jackson to Morrill, south along Roselle to Pocket and east along the railroad, Van Dusen and Claus.  The boundaries go north along Claus to the Stanislaus River and back west encompassing the downtown and much of Topeka and Jackson on the western side till it collides with Patterson again.

Project Area Governance:
The Redevelopment Agency Board is a distinct political body that is totally separate from the City.  As is the case with most California cities, the City Council agreed to become the Agency Board, and employs City staff (Housing & Economic Development Department) to manage its operations. This provides a cost savings to the RDA since the same officers and staff are used for both the City and the RDA.

It is important to remember that the RDA and the City are separate agencies with separate laws, separate budgets and separate funding sources. For more information regarding the Redevelopment Agency Board, visit the City Council’s website.
